International Conference on Consumer Finance in Vietnam

Vietnam’s Consumer Finance is one of the fastest growth markets in Vietnam in recent years. Total country’s loan book recorded at 605 trillion VND for both banks and non-banks as at 31 December 2016. Included in that, total loan book by pure consumer finance players amounting to 56.3 trillion VND and with annual growth rate of 48% over the last three years 2014-2016 and expected to increase sharply in 2017 and years to come.

Currently, consumer finance companies provide unsecured loans via not only POS by cooperating with retailers and their direct sales agents but also emerging channels such as via employers’ payroll systems, Internet with Big Data technology and partnering with e-commerce and e-payment platforms.

Although market remains very potential because of low penetration and significant unbanked population in Vietnam, various challenges and policy developments are yet to be shared and discussed by all stakeholders including the regulators, consumer finance companies, banks, e-payment and e-commerce firms, investors and international organizations for a sustainable and healthy development of the sector in the future.

During the course of providing services to market and various exchanges with market participants and discussion with the regulator, many issues have arisen and yet need to be addressed including: what is the manageable level of the sector growth for Vietnam from risk management perspective? What are the social impacts to consumer/borrower’s protection and how CF companies would improve the underwriting process? How legal and policy framework governing the CF should be developed to support the healthy development of the sector? How are the emerging CF models e.g. by application of Big Data, Fintech and Peer-to-Peer lending, should be applied and regulated in the unique context of Vietnam?

This situation motivates us to organize this Conference. This will be a platform for dialog between market participants, investors, researchers and regulators to discuss such issues and provide a great reflection from market practice, international experience to the sustainable and healthy development of CF market in Vietnam.

This is the second event on Vietnam’s Consumer Finance Market organized by StoxPlus, and support from Nikkei and International Finance Corporation (IFC). We wish to partner and cooperate with various stakeholders and sponsors to have a successful event and bring value to the market and policy makers.

Chief Executive Officer StoxPlus JSC

Mr. Thuan is the co-founder of StoxPlus JSC. He is passionate about building a database and software for financial analysis in Vietnam since 2009. Before StoxPlus, he was the Manager of Transaction Services of PricewaterhouseCoopers (in Sydney and in Hanoi) during 1998-2006 and afterwards worked as a financial analyst in Vietnam Holding Investment Fund with AUM at USD 125 mn during 2007-2008. He is one of the leading experts in financial consulting services, due diligence, company valuation and investment management. Mr. Thuan holds a Master degree from the University of New South Wales and is a long-standing member of ACCA.

Nguyen Quynh Lan

Managing Director, Business Information Services, StoxPlus JSC

Lan is currently Managing Director of Business Information Services (Biinform) Division at StoxPlus, covering Company Report, Industry Report, Consulting Project and Market Entry Advisory, etc for multinational corporations. Before joining StoxPlus in 2014, Ms. Lan was working as an analyst at New Market Advisors (Boston, USA), specialized in strategic and management consulting. At New Market Advisors, Ms. Lan was involved in projects in many industries including healthcare and medical equipments, retail banking, etc. She also had experience as an industry analyst in New Patterns, Inc. (New Hampshire, USA).

Nimish Vinaykant Dwivedi

Mr. Nimish Vinaykant Dwivedi is currently the Business Director of the Credit Card Business Center of VPBank Finance Company (FE Credit).
Before VPB, he has had many years of experience in the position of Director of Personal Banking Services Division, Director of Cards and Acquiring Solutions Division at Mashrebank (Dubai). Before Mashrebank, he was the Senior Director of Sales, APAC Division of Paypal (Singapore) and previously was in charge of Personal Credit Division at Standard Chartered Bank (Hong Kong)

Reet Chaudhuri

Senior Expert (CIB) at McKinsey McKinsey & Company

Mr. Reet Chaudhuri is currently a Consulting expert in financial services and banking fields of McKinsey & Company, covering Southeast Asia region. He has more than 17 years of experience in finance and banking. Before McKinsey, he worked as the Director of Strategy of Standard Chartered Bank (Singapore) and has many years of strategic management consulting with Boston Consulting Group and KPMG.

Dr. Nguyen Thi Hien

Before becoming Deputy Head of Banking Strategy Institute, SBV, Dr. Hien was the Head of Banking Technology and Sciences Management Department, Banking Strategy Institute.

Pham T Thanh Huyen

Financial Sector Specialist, IFC

Huyen Pham is a Financial Sector Specialist, Finance and Markets Global Practice, World Bank Group (WBG). She is based in Hanoi, Vietnam. She currently leads the Financial Infrastructure Programs in Vietnam, Myanmar and Lao PDR.
Joining IFC Hanoi in 2005, Huyen started with the Investment Climate Program that supports the Government of Vietnam in enabling business environment. In mid-2007, she moved to Access to Finance (A2F) Program which focuses on financial sector development global wide through establishing sound financial infrastructure, providing advisory to commercial banks, scaling up operations of microfinance institutions and promoting energy efficiency financing, etc.
Beyond of working for A2F Vietnam, Huyen spent a part of her time in Mumbai, India (from May to November 2010) working for A2F South Asia managing Microfinance Projects and Financial Infrastructure Program including Credit Bureau, Secured Transactions and Payment Systems Projects. She also provided support to the A2F South Asia Manager to manage the program portfolio
From July 1, 2014, Huyen is with Finance and Markets Global Practice, which aims to help countries build deep, diversified, inclusive, efficient and stable financial systems which are essential to promoting economic growth and reducing poverty and increasing shared prosperity.
Huyen has strong experience in Program Portfolio Management, Credit Bureau, Secured Transactions, Payment Systems, Capital Market, Micro-finance and law practice.
Prior joining WBG, Huyen had eight years of working experience for UNDP and DANIDA on projects with National Assembly, Supreme People's Court, Supreme People's Procuracy and Ministry of Justice, focusing on legal field in Vietnam.
Huyen is a Lawyer and holds LLM and MBA degrees.
